1/2/2009: The Boston Globe has an opinion piece by David Phillips which argues that for Obama to have an effective counterterrorism strategy, he must develop a "deeper understanding of the disenfranchisement that gives rise to despair and the conditions that delude individuals into believing that sensational violence serves their cause." He argues that Obama must use smart sanctions, including travel bans, freezing overseas assets, and curtailing commercial operations in states that sponsor terror, as well as financial intelligence and identifying security risks on the Internet.
