02/20/09: The New York Times reports that a statistical model for examining rare events suggests that some limited profiling by ethnicity or nationality is useful in apprehending terrorists, but too great a dependence on profiling passengers is ineffective. According to the model, if terrorists are 100 times as prevalent in the target population, it is most effective to screen members of that population 10 times as frequently.
